Kashmir’s Reemerging Militancy: After years of setbacks, a new kind of militancy is taking shape.

For the first time in more than two decades, public support for militants fighting the Indian state is rising and being articulated in the open in the Kashmir Valley. Militants are hero-worshipped and massive crowds are participating in their funerals.

At a recent local cricket tournament at Tral in south Kashmir, three of the 16 teams – the Burhan Lions, Aabid Khan Qalandars and Khalid Aryans – bore the names of suspected Hizbul Mujahideen militants. The Burhan Lions for instance draw their name from 21-year-old Burhan Muzaffar Wani, the hugely popular poster boy of the militancy in Kashmir today.

India-Pakistan Clashes in Kashmir

India-Pakistan Clashes in Kashmir
July was a busy month for India-Pakistan relations. Indian Prime Minister Narendra Modi met with his Pakistani counterpart Nawaz Sharif on the sidelines of the Shanghai Cooperation Organization Summit in Ufa, Russia, with the two agreeing that their respective national security advisors would meet to discuss ways to combat terrorism.

India and Pakistan: A Debilitating Relationship

In early November, a suicide bomber detonated himself at a checkpoint on the Pakistani side of the Wagah border, killing sixty people. Immediately after, Hamid Gul, the former chief of the ISI, Pakistan’s powerful military-controlled intelligence agency, gave an interview on Pakistani television accusing India of being behind the attack. “We offered our hand in friendship, and this is how they repay us,” he said. Despite the fact that the attack was claimed by three different militant groups based in Pakistan, many Pakistanis shares Gul’s sentiments. And given how bad relations between the two countries have been recently, that should not surprise.

For a brief moment after Indian Prime Minister Narendra Modi’s election victory, there was optimism in both India and Pakistan. In an unprecedented move, Modi invited his Pakistani counterpart Nawaz Sharif to attend his inauguration ceremony. The previous year, when Sharif was contesting his own elections, he made bettering relations with India – “normalization” as both Pakistan and India call it – a campaign promise. Many thought that with two governments both interested in normalization, both having secured solid majorities in their respective election victories and facing little domestic political opposition, it was finally time for the nuclear-armed rivals to move forward.

India - Pakistan: Cyber Wars

In the night of November 6, 2014, Pakistani hackers defaced websites of 22 Government departments and organisations in India. On the defaced websites, the hackers identified themselves as '1337 & r00x! - Team MaDLeeTs', greeted the Government of India, and leveled a range of allegations against the Indian Army in Kashmir. "We are not asking for Kashmir. We ask for peace. Nothing deleted or stolen. Just here to deliver my message to the government and the people of India," the hackers wrote, signing off with "Pakistan Zindabad" (long live Pakistan).
On November 1, 2014, Pakistan-based hackers, calling themselves 'Pakistan Cyber Mafia Hackers', hacked two websites of Gujarat Government - the official website of the Commissionerate of Higher Education (www.egyan.org.in) and the official website of the Agricultural Produce Market Committee of Ahmedabad (www.apmcahmedabad.com). The hackers put their logo and some text on the homepages of these websites, which read: 'Hacked by Pakistan Cyber Mafia Hackers', 'Feel the power of Pakistan', 'Pk_Robot was here' and 'Pakistan Zindabad'.

Decoding India-Pakistan Relations

Diplomats and practitioners of international relations work towards predictable and rational behaviour. While the definition of rational is inherently subjective, that of predictability is not. Even if the interlocutor’s actions are not rational, welcome and beneficial, if they are predictable—or exist within a broad and given matrix of options—a state can live with them and learn to respond to them.
For the past decade, India-Pakistan relations have followed a certain predictability. This is not to suggest there have been no crises or black swan moments – such as the dramatic terrorist attacks in Mumbai in November 2008—but the governments, the two establishments and the foreign-policy infrastructures have largely learnt to gauge each other.

Indo-Pak Relations Under New Govt

There is very little doubt that there would be a change of Government in Delhi from June, 2014. It is also most likely that the new Government will be that of the National Democratic Alliance. The BJP is the largest single party among the NDA constituents who will present the new Prime Minister. Notwithstanding doubts expressed that by various persons such as Sharad Pawar, Narendra Modi is most likely to become the Prime Minister of the new Government. His emergence as Prime Minister of India will carry its own message which would reverberate across the continent and even beyond.
An analyst has written that Pakistan has been watching the election scene with considerable trepidation and the prospects of Narendra Modi emerging as the new Prime Minister are causing uneasy feelings among large sections of Pakistan because of his Gujarat antecedents which inevitably trace their origin to Godhra riots. During the electoral process, a few rabble-rousers from the VHP and the Sangh Parivar made some utterances with anti-Muslim and anti-Pakistan overtones which attracted prompt action from the Election Commission. The Prime Ministerial candidate Narendra Modi himself had taken strong exception to such irresponsible statements and appealed to them to desist from making such statements.
