Georgia, Moldova and Ukraine signed EU association agreements in 2014, but reforms are now stalling. The EU needs to push the three governments to do more.
Eastern mess: The EU's partners need attention
Europe’s southern neighbourhood is in such a state of chaos, with civil war in Syria and anarchy in Libya driving migrants and refugees onto European shores, that few EU leaders are paying attention to the Eastern neighbourhood. But Europe cannot ignore the challenges and opportunities there. There are limits to what it can do with Armenia, Belarus and Azerbaijan: it should encourage improved relations with the first two; and do its best to respond to repression and corruption in the third. But its priority should be to re-energise reform processes in Georgia, Moldova and Ukraine, in alliance with populations desperate for better governance and an end to crony capitalism.

The Riga Summit: Enter, pursued by a bear

The Eastern Partnership summit in Riga on May 21st-22nd will be a gloomy affair. Russia’s aggressive behaviour has put EU member-states on the defensive. Enthusiasm for further integration between the EU and its Eastern neighbours is on the wane. But Europe should be bolder: a grey zone to its east is not in the EU's interests.



 The Latvian Foreign Minister, Edgars Rinkēvičs, said in February that the EU’s meeting with its eastern partners would be a “survival summit”. The run-up to the meeting suggests that the Eastern Partnership will still be in a critical condition after Riga. The six partners (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) are a disparate group, and EU member-states are divided in their views of the partnership’s future. Here are five steps to save the Eastern Partnership.

Που οδηγεί ο δρόμος μετά από το Βίλνιους

Η Ανατολική Εταιρική Σχέση της ΕΕ έχει μείνει πίσω. Ξεκίνησε το 2009 με τον δεδηλωμένο στόχο της δημιουργίας «των απαραίτητων συνθηκών για την επιτάχυνση της πολιτικής σύνδεσης και την περαιτέρω οικονομική ολοκλήρωση» μεταξύ της ΕΕ και των εταίρων της, όμως, από τους έξι εταίρους, ο ένας (Λευκορωσία) βρισκόταν ήδη υπό καθεστώς κυρώσεων της ΕΕ το 2009 και ένας άλλος (Αζερμπαϊτζάν) έχει δείξει ελάχιστο ενδιαφέρον για τη συνεργασία - ιδίως εκείνες τις πτυχές που θα τον υποχρέωναν να βελτιώσει τους τομείς της διακυβέρνησης και των ανθρωπίνων δικαιωμάτων. 


Πλησιάζοντας τη Σύνοδο Κορυφής της Ανατολικής Εταιρικής Σχέσης στο Βίλνιους στις 28 με 29 Νοέμβριου, η Αρμενία, η οποία ήταν λίγο πριν τη μονογραφή μιας συμφωνίας σύνδεσης με την ΕΕ, υπέκυψε στην πίεση της Ρωσίας, παγώνοντας τη σχέση της με την ΕΕ, καθώς συμφώνησε να ενταχθεί στην υπό ρωσική ηγεσία Τελωνειακή Ένωση και η Ουκρανία ανακοίνωσε ότι δεν θα υπογράψει τη συμφωνία σύνδεσης που είχε μονογραφηθεί τον Μάρτιο 2012. Επομένως μόνον η Γεωργία και η Μολδαβία συνεχίζουν τα συμμετέχουν ολόψυχα στην Ανατολική Εταιρική Σχέση.
Αντί να προσπαθεί να κρατήσει και τις έξι χώρες εταίρους σε ένα ενιαίο πλαίσιο, δεδομένου ότι όλο και περισσότερο επιλέγουν διαφορετικούς δρόμους, η ΕΕ θα έπρεπε να αποδεχθεί την πραγματικότητα και να πάψει να υποκρίνεται (όπως έκανε στη διακήρυξη της συνόδου κορυφής του Βίλνιους) ότι υπήρξε «σημαντική πρόοδος στη ... περαιτέρω προσέγγιση των Ανατολικοευρωπαίων εταίρων με την ΕΕ».

The Eastern Partnership: The road from Vilnius leads to ...?

The EU’s Eastern Partnership has run out of steam. It was launched in 2009 with the stated goal of creating "the necessary conditions to accelerate political association and further economic integration” between the EU and its partners. But of the six partners, one (Belarus) was already under EU sanctions in 2009; and one (Azerbaijan) has shown little interest in the partnership – particularly those aspects which would require it to improve its governance and human rights record.

Approaching the Vilnius Eastern Partnership Summit on November 28th-29th, Armenia, which was on the point of initialling an Association Agreement with the EU, succumbed to Russian pressure, put the relationship with the EU on hold and agreed to join the Russian-led Customs Union; and Ukraine announced that it would not sign the Association Agreement which it had initialled in March 2012. Thus only Georgia and Moldova continue to subscribe wholeheartedly to the Eastern Partnership.
