Investigation finds 50,000 ‘ghost’ soldiers in Iraqi army, prime minister says

The Iraqi army has been paying salaries to at least 50,000 soldiers who don’t exist, Iraqi Prime Minister Haider al-Abadi said Sunday, an indication of the level of corruption that permeates an institution that the United States has spent billions equipping and arming.

A preliminary investigation into “ghost soldiers” — whose salaries are being drawn but who are not in military service — revealed the tens of thousands of false names on Defense Ministry rolls, Abadi told parliament Sunday. Follow-up investigations are expected to uncover “more and more,” he added.

Demilitarizing Kashmir’s Demographic Question

As India’s National Highway 1A winds its way towards the soaring peaks of the Pir Panjal Range, changes in the cultural landscape are difficult to miss. Vishnoi dhaba stalls selling “pure veg” fare cede to rickety roadside hotels manned by vendors clad in the distinctive Kashmiri pheran. The 2.85-kilometer Jawahar tunnel – the namesake of the country’s venerated patriarch Pandit Jawaharlal Nehru – effectively bifurcates the two worlds. Security becomes overweening, and the demographic transition coarse. This wasn’t always the case.

Between the late 1980s and the present approximately 137,000 Hindu Pandits left the Kashmir valley. Their departure, facilitated by state forces, was a result of multiple factors, including intimidation and violence related to the onset of the separatist insurgency, as well as economic and social concerns. In a 1999 ruling of the National Human Rights Commission, the factors motivating the community’s dislocation were said to have fallen short of those present during acts of genocide. On the basis of this judgment, Kashmiri Pandits have since been denied status as Internally Displaced Persons (IDPs). India’s recognition of IDP rights – whether in Manipur, Gujarat or Assam – has, however, been uniformly poor: politics, rather than principle, has been decisive.

Can China and the US Neutralize the Ring of Gyges? Plato foresaw how the technological imperative can risk a fragile peace.

We shall have to share out the fruits of technology among the whole of mankind. The notion that the direct and immediate producers of the fruits of technology have a proprietary right to these fruits will have to be forgotten.

Media commentaries about the U.S.-China accord on limiting carbon emissions have been almost dithyrambic, with some justification. The world’s two superpowers have agreed for the first time in modern history to work together to manage a global problem that no nation state can resolve alone. However important this agreement is, strategic distrust between China and the U.S. remains the single most significant risk to peace in our time and neutralizing it will demand much more than an emissions reduction agreement.

Syria’s Assad regime cuts subsidies, focuses ailing economy on war effort

Syria’s economy is in a tailspin, and the regime of President Bashar al-Assad is increasingly struggling to find resources to quash the four-year-old rebellion, analysts say.

The government has had to scale back subsidies for citizens for goods ranging from water to heating oil over the last six months. That has angered Syrians, who already face crippling inflation, 50-percent unemploymentand wide-scale damage to industry caused by the civil war. In addition, power outages have worsened recently and food shortages loom.

Ukraine after the elections: Democracy and the barrel of a gun

Ukraine has lost control of parts of its industrial heartland, as well as Crimea. The question is whether there will now be a government in Kyiv that can make a success of the rest of the country. There are reasons for concern.

Ukraine after the elections
The good news is that most of Ukraine voted for a new parliament on October 26th. Pro-European parties backing President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk won a majority of the 423 seats contested (which excluded occupied areas). More than 900 international observers monitored voting; they described it as "an amply contested election that offered voters real choice". The Russian Foreign Minister, Sergey Lavrov, said grudgingly that the elections seemed to be valid, though not in every part of Ukraine.
