From the Welfare State to the Caliphate

When he was 3 years old, Ahmed arrived in southern Sweden from Iraq, together with his older brother and parents. The family settled in one of their new country’s cut-off suburbs, where its many new immigrants come to live, but mostly to be forgotten.
From the Welfare State to the Caliphate
The family found a home in one of the many rows of gray, faceless apartment buildings that make up these deeply segregated suburbs that ring Sweden’s urban centers — in Angered, outside Gothenburg. As he grew into his teenage years, Ahmed began to scold his siblings to be more religious. He spent considerable time in front of his computer, becoming engrossed in graphic, violent videos from the civil war in Syria. Inspired, he read the biographies of martyrs who had died in battle, waging jihad in the holy land. And gradually he turned inward, withdrawing from society and his former life.

Recent “Bomb Trains” Expose Regulatory Failures

The latest oil train derailments could force the federal government to tighten the regulatory screws further than they had planned.
Recent “Bomb Trains” Expose Regulatory Failures
The train disasters in Ontario and West Virginia were the latest in a long line of explosions from oil trains, or “bomb trains” as they have been called derisively by their critics. The problem, regulators thought, were the thin-walled flimsy DOT-111 railcars, which had not originally been designed to safely carry volatile crude oil.

State aid for energy: Climate action is more important than the single market

State aid for energy: Climate action is more important than the single market

The objectives of deepening the EU's single energy market and protecting the climate can conflict. Where they do, the European Commission should give priority to reducing carbon emissions. Its 2014 guidelines on state aid and energy strike the right balance: low-carbon energy is still more expensive than high-carbon coal, so subsidy is necessary, not only to support new technologies like carbon capture and storage or tidal power, but also to expand nuclear power. The Commission was right to allow state aid for nuclear in the UK, but its clearance of new subsidies to coal-fired power stations was wrong and should be reversed.

Document Reveals Growth of Cyberwarfare Between the U.S. and Iran

A newly disclosed National Security Agency document illustrates the striking acceleration of the use of cyberweapons by the United States and Iran against each other, both for spying and sabotage, even as Secretary of State John Kerry and his Iranian counterpart met in Geneva to try to break a stalemate in the talks over Iran’s disputed nuclear program.

The document, which was written in April 2013 for Gen. Keith B. Alexander, then the director of the National Security Agency, described how Iranian officials had discovered new evidence the year before that the United States was preparing computer surveillance or cyberattacks on their networks.

In Saudi Arabia, Can an Adversary Become a Partner?

In spite of recent media leaks and statements, it is unlikely that Saudi Arabia will strategically alter its opposition to the Muslim Brotherhood. The rhetorical softening of the new monarch's position toward the Islamist movement is instead part of efforts to better manage Saudi Arabia's regional challenges. In order to effectively fight the Islamic State, Riyadh needs to build a regional anti-jihadi alliance — of which the Muslim Brotherhood could be a part. However, Saudi Arabia will need to ensure that the Muslim Brotherhood cannot threaten Arab states already weakened by the Arab Spring. If it loosens its tough stance, Saudi Arabia risks igniting worse regional problems.
On Feb. 17, Saudi King Salman held a meeting with Qatar's emir, Sheikh Tamim bin Hamad al-Thani, during the latter's visit to Riyadh. The meeting occurred only days after Saudi Foreign Minister Prince Saud al-Faisal said, "We do not have a problem with the Muslim Brotherhood. Our problem is with a small group of people who demand allegiance from the people." The statement and the meeting made many observers speculate that the new king could change from a zero-tolerance policy toward the Qatar-backed Muslim Brotherhood to one of tepid engagement.

Is There Any Hope Left For Nuclear Energy?

Can nuclear help avoid the worst effects of climate change?
Is There Any Hope Left For Nuclear Energy?
The International Energy Agency recently provided a roadmap for nuclear power, detailing how the technology could help keep global temperature increases within a 2-degree scenario. According to the IEA report, between 2015 and 2050 total installed nuclear power capacity around the world would need to more than double from 396 gigawatts (GW) to 930 GW.
