Indian Reform Stumbles on Corruption Crisis

The administration of Indian Prime Minister Narendra Modi finds itself in the middle of another major political crisis. Several reports surfaced in mid-February revealing details about investigations into possible corporate espionage. Suspects have been charged with stealing documents and bribing officials to obtain information, a marked escalation in illegal clandestine tactics that have been an inherent part of Indian business culture for decades.
Unlike previous wrongdoing, however, the latest scandal involves the central government. In recent days, a number of high-profile Indian energy firms — several with links to the prime minister and his ruling Bharatiya Janata Party — have been implicated. As a result, the executives of some of India's largest companies have been arrested. The scandal comes at a time when the central government is facing backlash over the unpopular executive order to reform the country's convoluted land acquisition policies. The espionage charges further damage the political will for land reform ahead of a contentious month of wrangling to pass a national budget that will increase investment in India's aging rail networks. These major obstacles serve as another reminder of the significant domestic impediments to reforming the Indian economy.

Is Libya the Next Stronghold of the Islamic State?

Is Libya the Next Stronghold of the Islamic State?
Exactly four years after the protests that kicked off the Libyan revolution, the country has again found itself in the spotlight. On Feb. 15, a Libyan affiliate of the Islamic State released a sordid video showing the group’s militants marching a group of 21 prisoners whose only crime was being Christians, and foreigners. After a short speech from one of the jihadis, the Egyptian Coptic prisoners were simultaneously beheaded before the video panned to a scene of the blood-soaked Mediterranean Sea.

Netanyahu, Obama and the Geopolitics of Speeches

Israeli Prime Minister Benjamin Netanyahu is visiting the United States this week to speak to Congress on March 3. The Obama administration is upset that Speaker of the House John Boehner invited Netanyahu without consulting with the White House and charged Boehner with political grandstanding. Netanyahu said he was coming to warn the United States of the threat of Iran. Israeli critics of Netanyahu charged that this was a play for public approval to improve his position in Israel's general election next year. Boehner denied any political intent beyond getting to hear Netanyahu's views. The Obama administration claimed that the speech threatens the fabric of U.S.-Israeli relations.

Let us begin with the obvious. First, this is a speech, and it is unlikely that Netanyahu could say anything new on the subject of Iran, given that he never stops talking about it. Second, everyone involved is grandstanding. They are politicians, and that's what they do. Third, the idea that U.S.-Israeli relations can be shredded by a grandstanding speech is preposterous. If that's all it takes, relations are already shredded.

Amid Sanctions Battle, Russia Courts Cyprus

Cypriot President Nicos Anastasiades met with his Russian counterpart, Vladimir Putin, in Moscow on Feb. 25 and the two countries updated their bilateral military agreement. This agreement allows Russian naval vessels to use Cypriot ports for resupply and maintenance. Anastasiades said that Cyprus is Russia's most reliable partner in the European Union and criticized EU sanctions on Russia.
This meeting highlights Cyprus' need to balance between Russia and the West. It also showcases Moscow's interest in keeping good ties with strategic members of the European Union. While the Russian government understands that Cyprus has limited influence on European affairs, Moscow is counting on several EU members to provide support to end the sanctions against it. As the sanctions start to expire in March, Russia will need as much political support as possible.

How Azerbaijan Is Coping With Crisis

Azerbaijan is trying to weather two separate but interrelated crises. The large-scale drop in global oil prices and the standoff between Russia and the West over Ukraine are defining the country's energy industry and broader strategic position. Baku is trying to take advantage of its increasing attractiveness as an alternative energy source to the Europeans, putting it in a better position than most other regional energy producers. However, Baku will still come under financial and political constraints in its decision-making on the energy projects it pursues and the diplomatic maneuvering this will entail.
Azerbaijan's economy is highly dependent on the country's energy industry, with the hydrocarbons sector accounting for roughly 40 percent of GDP and more than 90 percent of exports. The dramatic fall in global oil prices, as well as a slight decrease in the country's oil production because of maintenance works on the Azeri-Chirag-Guneshli oil field, contributed to a significant slowdown in 2014. Azerbaijan's GDP grew by only 2.8 percent compared to 5.8 percent in 2013.

In Britain, a heated debate over Jihadi John’s path to radicalization

After the unmasking of Islamic State executioner “Jihadi John” as a West London computer programmer named Mohammed Emwazi, Asim Qureshi looked into the television cameras here and made an explosive assertion: Britain, he suggested, had created its own monster.

A senior member of a rights group that had sought to advise Emwazi before his transformation into a now-infamous killer, Qureshi insisted that the pressure tactics of overzealous secret service agents bent on turning him into an informant had contributed to the metamorphosis of a person who had once been a “kind,” “gentle” and “beautiful young man.” And he was not the first case. British intelligence had used similar tactics, Qureshi charged, on one of the men who had beheaded a British soldier on a London street in broad daylight in 2013.
