Beyond Propaganda

This essay is adapted from the first in a series of publications by the Legatum Institute’s Transitions Forum on the politics of information in the 21st century.
Beyond Propaganda
Pity the poor propagandist! Back in the 20th century, it was a lot easier to control an authoritarian country’s hearts and minds. All domestic media could be directed out of a government office. Foreign media could be jammed. Borders were sealed, and your population couldn’t witness the successes of a rival system. You had a clear narrative with at least a theoretically enticing vision of social justice or national superiority, one strong enough to fend off the seductions of liberal democracy and capitalism. Anyone who disagreed could be isolated, silenced, and suppressed.

PARTH SANYAL/REUTERS

Trapped Between Assad, Israel, and al Qaeda

On June 5, a Druze sheikh in Qalb Lozeh, a village in Syria’s northwest Idlib province, sent out a desperate voice message over WhatsApp calling for help against fighters from the steadily approaching al-Nusra Front, al Qaeda’s Syrian affiliate.
Trapped Between Assad, Israel, and al Qaeda
“They’ve been coming to our homes, and [they] want to remove our sons, our boys between 10 and 14 years old, and put them in a training camp for two months. We don’t know what they’re going to teach them, and they’re threatening us,” the sheikh said in the recording. “They want to take away our weapons.”

What Borders Mean to Europe

Europe today is a continent of borders. The second-smallest continent in the world has more than 50 distinct, sovereign nation-states. Many of these are part of the European Union. At the core of the EU project is an effort to reduce the power and significance of these borders without actually abolishing them — in theory, an achievable goal. But history is not kind to theoretical solutions.

Today, Europe faces three converging crises that are ultimately about national borders, what they mean and who controls them. These crises appear distinct: Immigration from the Islamic world, the Greek economic predicament, and the conflict in Ukraine would seem to have little to do with each other. But in fact they all derive, in different ways, from the question of what borders mean.

The eurozone's 'five presidents' report': An assessment

The long-awaited report rightly aims to complete a financial union in the eurozone, but over-emphasises structural reforms and underplays the need for stronger counter-cyclical policies.
The 5 presidents' report

The eurozone in its current institutional setup may not survive the next severe political or economic crisis, and needs reform. The presidents of the European Commission, the European Central Bank (ECB), the European Council, the European Parliament and the Eurogroup have now presented their widely anticipated report – the ‘five presidents’ report’ – on how to complete the monetary union. It contains some important proposals, such as a strong emphasis on completing the banking and capital markets unions. But two key aspects are missing: a more activist ECB in order to prevent future shortfalls in demand, and strongly counter-cyclical fiscal policies at the national level. What is more, the case for a convergence of structural policies in the eurozone is less strong than the report assumes.

Iran and the Islamic Finance Crown

Iran is one of the pioneers of Islamic finance. In 1983, four years after the revolution led by Ayatollah Khomeini overthrew the Shah, the Islamic government passed the Riba-Free Banking Act, forcing local banks to rebuild their business around sharia-compliant products.
Iran and the Islamic Finance Crown
More than 30 years on, the Iranian banking industry remains completely regulated by sharia law and is by far the world’s largest center of Islamic banking. Yet its experience is unique within the global Islamic community, as it is inspired by Shia jurisprudence, which often diverges from mainstream Sunni jurisprudence. Sunni scholars have repeatedly questioned the “rightfulness” of Iranian banks, with some even claiming that they “are merely carrying Islamic labels and are rather dummy version [sic] of Islamic banks,” to put it in the words of a paper published by the International Islamic University of Malaysia (IIUM).

KEVIN LAMARQUE / REUTERS

Weak currencies do not boost exports, study finds

According to new data from the European Central Bank, and contrary to popular belief, weaker currencies do not boost exports, as many firms cannot react in time to take advantage of currency fluctuations.
Weak currencies do not boost exports, study finds
The dollar’s rally over the last year has made it less expensive for U.S consumers and businesses to buy goods from around the world, and it has presumably helped exporters in places like China, the rest of North America, and Japan. But new research from the European Central Bank pokes holes in this conventional wisdom: weakening currencies do not boost exports, in part because firms cannot increase production fast enough to take advantage of the changes in any meaningful way.
