The Next Big Thing: The Growth in Strategic Importance of the Indian Ocean

Justifiable preoccupation by intelligence analysts with the rise of the People’s Liberation Army-Navy (PLAN) has paralleled the focus of popular attention on the growth of the People’s Republic of China (PRC). However, the significant growth of the Indian Navy (IN) in recent years has been neglected by international scholars, and the international attention paid to India has similarly suffered in comparison with the PRC.
Proportionately, the rise of the Indian Navy — and Indian defenses generally — is in some ways more spectacular than that of the PLAN and the other, new PRC maritime power projection and protection tools. Arguably, too, India’s geopolitical or strategic ambitions are no less significant than those of the PRC.

China Continues to Wrestle With the Meaning of Reform

China's Communist Party leaders convened their annual meeting of the Central Committee on Monday, with a focus on "comprehensively advancing the rule of law" as a core component of China's broader political reform process. The four-day session will garner only cursory attention from the Western media, since it is unlikely to produce substantive changes to China's judicial structure.
Moreover, since most Western observers equate political reform with democratization, and since meaningful democratization is clearly not in the cards for China, questions of political reform tend to be overshadowed by the far more tangible and obviously relevant problem of economic change in the country. The plenum will not tell us the precise shape reforms to rule of law will take going forward, how far these reforms will go or what they will mean for the business environment in China. Nonetheless, it may offer clues about how President Xi Jinping's administration intends to cope with the potentially destabilizing effects of the immense social and economic change unfolding in China today.

Following Scottish vote, attention in Britain shifts to rights for the English

Just a month after the United Kingdom survived a near-death experience when nearly half of Scots voted to secede, the focus of British politics has rapidly shifted to that other hotbed of churning nationalist discontent: England.

The English, genteel as they may appear, are in an increasingly foul mood, irked by what many see as a sweetheart deal for the Scots that will come at England’s expense.

How to Save China-UK Relations

How to Save China-UK Relations
Signing ceremony during the visit of Chinese Premier Li Keqiang in London (June 17, 2014).
If there is one striking characteristic of the U.K.-China relationship, it’s the lack of passion, despite all their historic and current overlays and links. When Li Keqiang visited Germany in September, he went shopping with Chancellor Angela Merkel in a supermarket. The two leaders actually seemed to get on with each other, with some evidence of personal chemistry. By contrast, on his visit to the U.K. visit in May, Li stood woodenly next to a nervous-looking Queen, who may have been resentfully wondering why a Chinese commoner had dared to demand an audience with her. The main issue in the lead up to Li’s May visit was an argument over the length of the literal red carpet rolled out for Li at the airport. It was almost as though Chinese protocol officers were mocking the U.K.’s perceived love of ritual and formality.

China-Japan Relations: Will the Twain Never Meet?

With prospects for a bilateral meeting between Japan’s Prime Minister Shinzo Abe and China’s President Xi Jinping at the Asia-Pacific Economic Cooperation summit at Beijing in November brightening, the East Asian security situation may after the war of words and deeds in East China Sea over the past four years.
Already, both the foreign ministers met at Naypyidaw in August. However, China Daily’s survey found that nearly 53 per cent Chinese believe that war is imminent, although Genron’s Japanese survey indicated that only 29 per cent Japanese see conflict emerging between the two. The rise in tensions between the two since the nationalisation of the Senkaku Islands by the central government in Tokyo made China's Ambassador to Japan Cheng Yonghua state in mid-June 2014 that bilateral relations are “suffering the toughest-ever situation.” However, it is not clear whether Japan would accept the two conditions of Beijing, viz., not to visit theYasukuni Shrine again (PM Abe visited in December 2013) and Japan should consider that there is indeed a dispute in the East China Sea over the islands.

Oil Prices Continue to Define Geopolitics

Oil prices dropped steeply Oct. 14, with crude oil futures falling 4.6 percent to $81.84 per barrel -- the biggest decrease in more than two years. Brent crude dropped by more than $4 a barrel at one stage in the day, dipping below $85 for the first time since 2010. While these are relatively substantial drops, they are just one part of a continuing trend Stratfor has been tracking over the past few months. Factors behind the slump include weak demand, a surfeit of supply and the fact that many large Middle Eastern producers are reluctant to reduce their output.

In light of today's developments, we are republishing the following diary from Oct. 2, which details the reasons behind the falling prices and how the drops could affect oil-dependent countries around the world.
