A Financially Stressed Rouhani Takes On His Opponents

The coming week will be an important one for Iran's relations with the United States. With just six weeks to go before the deadline in the nuclear negotiations, Iranian Foreign Minister Javad Zarif will travel to Geneva to meet with U.S. Secretary of State John Kerry on Jan. 14. The two will discuss ways to speed up the negotiating process, and then U.S. and Iranian negotiating teams will spend Jan. 15-17 working out technical details of the agreement. Finally, on Jan. 18, Iran will meet with the permanent members of the U.N. Security Council and Germany to round out this stage of the negotiation.
While a final agreement may not be around the corner, it is obvious that both sides are taking these talks very seriously. Skeptics of the negotiations have long warned that Iran is simply using the talks to drag out the negotiation process to build political cover and buy more time for its nuclear program, but the behavior of the Hassan Rouhani government suggests it is committed to reaching a deal. However, Tehran will need to overcome several obstacles standing in the way of reaching a long-term agreement.

Για την περιοχή τού Ιρακινού Κουρδιστάν, το 2014 ήταν η πιο σπουδαία χρονιά από οποιαδήποτε άλλη από το 1991 οπότε η περιοχή κέρδισε την αυτονομία της. Στις 9 Δεκεμβρίου τού 2014, ο Μασούντ Μπαρζανί, ο πρόεδρος της Περιφερειακής Κυβέρνησης του Κουρδιστάν (KRG), επανέλαβε την δέσμευσή του για ένα κουρδικό κράτος αφότου έκανε μια ιστορική έκκληση για δημοψήφισμα ανεξαρτησίας στις 30 Ιουνίου τού 2014. Η ανακοίνωση του Μπαρζανί έγινε αφότου το ισλαμικό Κράτος του Ιράκ και της αλ-Σαμ (ISIS) επέδραμε στο βόρειο Ιράκ νωρίτερα τον ίδιο μήνα, κάτι που ουσιαστικά εξάλειψε τον έλεγχο της Βαγδάτης στα αμφισβητούμενα εδάφη τού Κουρδιστάν. Καθώς ο ιρακινός στρατός εγκατέλειψε τις θέσεις του, οι κουρδικές δυνάμεις ασφαλείας, που είναι γνωστές ως Peshmerga, προχώρησαν πέρα από περιοχές ελεγχόμενες από την KRG, καταλαμβάνοντας επιπλέον έδαφος, συμπεριλαμβανομένης της πλούσιας σε πετρέλαιο πόλης τού Κιρκούκ, που θεωρείται από τους Κούρδους τού Ιράκ ως ένα πετράδι στο στέμμα των εδαφικών τους φιλοδοξιών. Υποστηρίζοντας ότι το Ιράκ είχε ουσιαστικά «διχαστεί» και ότι οι «συνθήκες είναι κατάλληλες», ο Μπαρζανί δήλωσε ότι «από τώρα και στο εξής, δεν θα κρύψουμε ότι ο στόχος τού Κουρδιστάν είναι η ανεξαρτησία».

Crude oil prices plunged to a six-year low Tuesday in a potentially painful threat to oil-exporting nations that rely on crude to power their economies. The drop brings some welcome relief to countries that have been struggling with economic headwinds, but brings a mixed bag for others, like the United States, that are both big producers and consumers of oil.

Oil prices are still looking for a floor, in part because the persistent mismatch between global supply and demand continues even as big oil producers inside OPEC keep spooking the market by refusing to countenance any voluntary production cut. The energy minister for the United Arab Emirates on Tuesday, Jan. 13, dismissed the idea that OPEC would cut production to boost prices and said it was up to other oil suppliers, such as the United States, to blink first.

A War Between Two Worlds

The murders of cartoonists who made fun of Islam and of Jews shopping for their Sabbath meals by Islamists in Paris last week have galvanized the world. A galvanized world is always dangerous. Galvanized people can do careless things. It is in the extreme and emotion-laden moments that distance and coolness are most required. I am tempted to howl in rage. It is not my place to do so. My job is to try to dissect the event, place it in context and try to understand what has happened and why. From that, after the rage cools, plans for action can be made. Rage has its place, but actions must be taken with discipline and thought.


I have found that in thinking about things geopolitically, I can cool my own rage and find, if not meaning, at least explanation for events such as these. As it happens, my new book will be published on Jan. 27. Titled Flashpoints: The Emerging Crisis in Europe, it is about the unfolding failure of the great European experiment, the European Union, and the resurgence of European nationalism. It discusses the re-emerging borderlands and flashpoints of Europe and raises the possibility that Europe's attempt to abolish conflict will fail. I mention this book because one chapter is on the Mediterranean borderland and the very old conflict between Islam and Christianity. Obviously this is a matter I have given some thought to, and I will draw on Flashpoints to begin making sense of the murderers and murdered, when I think of things in this way.

Τι θα μπορούσε να "στραβώσει" για την Ευρώπη

Δύο πολύ πιθανά σενάρια θα μπορούσαν να μετατρέψουν το 2015 σε annus horribilis για την Ευρώπη: μια περαιτέρω διάβρωση της ολοκλήρωσης εντός της ΕΕ και μια κατάρρευση της Ουκρανίας. Και τα δύο θα αποδυνάμωναν σε μεγάλο βαθμό τον ρόλο της Ευρώπης στον κόσμο και τους πόρους της στην εξωτερική πολιτική. Για να είμαστε σίγουροι, η λίστα με τα πράγματα που θα μπορούσαν να πάνε στραβά για την Ευρώπη φέτος είναι μακρά. Αυτά τα δύο ωστόσο, θα μπορούσαν να έχουν ρόλο game-changer.


Η διάβρωση εντός της ΕΕ είναι ήδη σε εξέλιξη με διάφορους τρόπους. Με έναυσμα τον δύσκολο δρόμο προς την αναθεώρηση της συνθήκης και την χρηματοπιστωτική κρίση, η ΕΕ έχει γίνει λιγότερο συνεκτική και περισσότερο διακυβερνητική. Η πολιτική στις χώρες σε κρίση καθώς και σε εκείνες που τα πάνε καλύτερα, έχει γίνει περισσότερο εσωστρεφής. Μια προσέγγιση κόστους/οφέλους για την ενοποίηση, έχει έλθει για να κυριαρήσει την πολιτική διαπραγμάτευση στις Βρυξέλλες. Η εμπιστοσύνη μεταξύ των κρατών-μελών βρίσκεται σε πτωτική τροχιά, όπως είναι και η εμπιστοσύνη των ψηφοφόρων για τα εθνικά και τα ευρωπαϊκά πολιτικά θεσμικά όργανα. Τα λαϊκίστικα κινήματα ή κόμματα που έχουν αναδειχθεί σχεδόν παντού στην ΕΕ -μια επανεθνικοποίηση των δυνάμεων της ΕΕ (συχνά περιλαμβάνοντας και έξοδο από το ευρώ) και η υπεροχή των εθνικών συμφερόντων αποτελούν τις βασικές γραμμές της εκστρατείας τους. Ενώ η πραγματική ικανότητα χάνεται σε διεθνικά επίπεδα χάραξης πολιτικής, ένας αναγεννημένος “κρατικισμός” εξαπλώνεται μεταξύ των Ευρωπαίων.

Lately Libya has been making headlines for all the wrong reasons. Civil war continues to rage. In the East, the army of the internationally recognized parliament in Tobruk continues its war on terrorist groups such as the Islamic State and Ansar al-Islam. In the West, the forces of the Tobruk government have allied with the powerful town of Zintan against militias loyal to the former General National Congress (GNC) and the city of Misrata.

Ο πρόεδρος της Τουρκίας Ρετζέπ Ταγίπ Ερντογάν δήλωσε πρόσφατα ότι, άμεσα, οι Τούρκοι μαθητές θα αρχίσουν να μελετούν την οθωμανική γλώσσα στο σχολείο. Ο Ερντογάν υπερασπίστηκε την κίνηση αυτή εξηγώντας ότι [1] η εκμάθηση της οθωμανικής, μια παλαιότερη έκδοση της τουρκικής γραμμένης σε αραβική γραφή και σε χρήση στην Οθωμανική Αυτοκρατορία μέχρι τις αρχές τού εικοστού αιώνα, θα βοηθήσει τους πολίτες να «επανασυνδεθούν με το παρελθόν τους». Αλλά οι επικριτές τού Ερντογάν καταδίκασαν την απόφασή του ως μια ακόμη προσπάθεια επιβολής για να προωθήσει μια συντηρητική εκδοχή τής οθωμανικής νοσταλγίας, παρόμοια με τις προσπάθειές του να χτίσει ένα αντίγραφο οθωμανικού στρατώνα στο κέντρο τής Κωνσταντινούπολης και ένα αντίγραφο οθωμανικό τέμενος στον ψηλότερο λόφο τής πόλης.

Για όποιον έχει ποτέ αγωνιστεί για να μάθει την εξαιρετικά δύσκολη οθωμανική γλώσσα -μερικές φορές περιγράφεται ως φάρσα στους ιστορικούς- η επιβολή της σε μια γενιά μαθητών μπορεί να φαίνεται σαν ο πιο γρήγορος τρόπος ώστε ο Ερντογάν να καταστρέψει την δημοτικότητά του (και της οθωμανικής αυτοκρατορίας, επίσης).

India-U.S. Energy Ties: Ending Protectionism

It is time for India and the United States, the world’s leading democracies, to become full-fledged energy partners. Doing so will go far toward making the U.S. and India true strategic partners and driving cooperation on a host of issues from climate change to maritime security. With President Obama having accepted Prime Minister Modi’s invitation to be the Chief Guest at this year’s Republic Day celebrations, now is the time for the U.S. and India to make progress on energy across the board.
However, a full energy partnership will require policy adjustments on both sides. For the U.S., this will mean changing policies that are clearly protectionist in regard to the export of liquefied natural gas (LNG) and oil. In regard to LNG, the U.S. has one set of export standards for countries with which the U.S. has free trade agreements and another far more onerous set for India and other countries with which the U.S. does not have such agreements. While some in the U.S. favor discrimination on environmental grounds (on the theory that hindering exports of LNG will deter fracking), economic protectionist factors are paramount. Opposition in the U.S. Congress to change has come from northeastern representatives who believe that exports will lead to increased gas prices for home heating and cooking. A coalition of companies in gas intensive manufacturing also has opposed change supposedly to keep gas cheap for their own use.
