Νίκες Ασαντ στα Σύνορα με τον Λίβανο

Τον αρχαίο χριστιανικό οικισμό της Μαλούλα καθώς και ακόμη δύο χωριά στα σύνορα Συρίας - Λιβάνου κατέλαβαν χθες κυβερνητικά στρατεύματα της Συρίας, σηματοδοτώντας την πλήρη υποχώρηση των Σύρων ανταρτών από τη στρατηγικά κρίσιμη συνοριακή ζώνη.




Η κατάληψη των Μαλούλα, Σάρχα και Τζιμπέ αποτελεί τη σημαντικότερη επιτυχία του κυβερνητικού στρατού, μετά την έναρξη των χειμερινών επιχειρήσεων τον Νοέμβριο στην επαρχία Καλαμούν των συνόρων με τον Λίβανο. Το «σφράγισμα» των συνόρων, που επιτυγχάνεται χάρη στη συνεργασία της λιβανικής σιιτικής Χεζμπολάχ με τις δυνάμεις του Μπασάρ αλ Ασαντ, μπορεί να δημιουργήσει σοβαρά προβλήματα ανεφοδιασμού στο συριακό αντάρτικο.

Berlin Fears a High Court Ruling Could Threaten the European Union

The Greek economy ended its four-year exile from international markets last week with a triumphant 3 billion euro (about $4.1 billion) bond sale. The global financial media trumpeted this somewhat unexpected achievement as a sign that things were finally turning around in the European Union's most blighted country. Media reports to the contrary, Greece's return to the market does nothing to resolve Greece's systemic economic deficiencies. Instead, it enables Greece to build up more debt, which will leave it a permanent bailout state for the foreseeable future.
In any case, events in Athens, a city perennially destined to be a dependent on the great powers of any given time, will not be pivotal to the future of the European Union. Nor will decisions made in Spain, Italy or even France. Instead, the Continent's fate in the 21st century will be decided in Germany. Germany stands increasingly alone as the guardian of the very European order that allowed it to prosper and quelled its historical insecurities about its neighbors.

How to reduce dependence on Russian gas

At the European Summit on March 20th and 21st, government leaders were supposed to agree climate and energy targets for 2030. Instead, they discussed Crimea, Ukraine and Russia. Leaders were right to postpone discussion of the targets, but wrong to postpone action on reducing Europe’s dependence on Russian gas.

How to reduce dependence on Russian gas

Russia supplies around a third of the EU’s gas. So the Union is to an extent dependent on Moscow – as it discovered when the Russians turned off the gas flow though Ukraine in 2009. But the Kremlin is, to a greater extent, dependent on revenue from oil, gas and coal exports – above all to the EU. Indeed, over half of the Russian government’s revenue comes from the sale of fossil fuels: 19 per cent each from gas and oil and 14 per cent from coal. The EU summit conclusions did refer to the need to diversify sources of gas, and asked the European Commission to prepare a report on this. That approach lacks the urgency which the situation in Ukraine demands. If EU leaders want to impose sanctions on Russia which may change its behaviour, rather than simply slapping Putin’s wrist, they should reduce purchases of Russian energy as far and fast as possible. To do that, they must develop alternative energy sources. That would cost money, but deliver major energy security, foreign policy and climate benefits.

Οι ουκρανικές ένοπλες δυνάμεις ξεκίνησαν σήμερα μια «ειδική επιχείρηση» εναντίον των φιλορώσων αυτονομιστών που έχουν καταλάβει πολλά κυβερνητικά κτίρια στην ανατολική Ουκρανία, ανακοίνωσαν οι αρχές – οι οποίες ήδη ανακατέλαβαν το στρατιωτικό αεροδρόμιο της πόλης Κραματόρσκ. Πυροβολισμοί ακούγονταν από το αεροδρόμιο που βρίσκεται στα της πόλης Κραματόρσκ, αφού ένα μαχητικό αεροσκάφος πέταξε χαμηλά πάνω από την περιοχή.
 Η ανταποκρίτρια του πρακτορείου ειδήσεων Ρόιτερς στην πόλη αυτή ανέφερε ότι είδε πρώτα ένα μαχητικό αεροσκάφος να πετάει πάνω από την πόλη και έπειτα τέσσερα στρατιωτικά ελικόπτερα να πετούν πάνω από το αεροδρόμιο. Δύο από αυτά προσγειώθηκαν και στην συνέχεια όταν άρχισαν να αποβιβάζονται στρατιώτες στο έδαφος και να διασχίζουν το αεροδρόμιο, ντόπιοι που ελέγχουν ένα οδόφραγμα φώναζαν «Ντροπή! Γυρίστε στα σπίτια σας!». Ο μεταβατικός πρόεδρος της Ουκρανίας Ολεξάντρ Τουρτσίνοφ είχε ανακοινώσει νωρίτερα σήμερα ότι ξεκίνησε μια στρατιωτική επιχείρηση για να εκδιωχθούν οι φιλορώσοι αυτονομιστές από τα κυβερνητικά κτίρια και τις εγκαταστάσεις που έχουν καταλάβει σε περίπου 10 πόλεις στα ανατολικά.

Τι γίνεται με τις δαπάνες άμυνας στην Ευρώπη;

Η κρίση στην Ουκρανία έχει οδηγήσει όλους τους στρατηγικούς φορείς χάραξης πολιτικής στην Ευρώπη, να καθίσουν και να την παρακολουθούν. Ένα ερώτημα που αντικατοπτρίζεται ήδη είναι εάν οι περικοπές στους ευρωπαϊκούς προϋπολογισμούς άμυνας έχουν προχωρήσει πολύ μακριά. Στη Σύνοδο ΕΕ-ΗΠΑ στις 26 Μαρτίου, ο πρόεδρος Barack Obama εξέφρασε την ανησυχία του για τα μειωμένα επίπεδα αμυντικών δαπανών σε πολλές ευρωπαϊκές χώρες του ΝΑΤΟ, προειδοποιώντας ότι «η κατάσταση στην Ουκρανία μας υπενθυμίζει ότι η ελευθερία μας δεν είναι δωρεάν, και ότι θα πρέπει να είμαστε πρόθυμοι να πληρώσουμε για αυτά τα assets, για το προσωπικό, για την εκπαίδευση που απαιτείται για να καταστεί βέβαιο ότι έχουμε μια αξιόπιστη δύναμη του NATO και μια αποτελεσματική αποτρεπτική ισχύ.



Σε ένα παρόμοιο πνεύμα, ο γενικός γραμματέας του ΝΑΤΟ, Anders Fogh Rasmussen προσφάτως υποστήριξε ότι στο τωρινό κλίμα ασφάλειας, κάθε σύμμαχος «χρειάζεται να επενδύσει στους αναγκαίους πόρους στις σωστές δυνατότητες». Αυτό το μήνυμα ενισχύθηκε από τον αναπληρωτή του, πρέσβη Alexander Vershbow, ο οποίος δήλωσε «εάν υπήρχε κάποια αμφιβολία, η κρίση τώρα κάνει σαφές ότι πρέπει να επενδύουμε επαρκώς στην άμυνα και στην ασφάλεια, και γιατί δεν μπορούμε έτσι απλά να μειώνουμε τους αμυντικούς προϋπολογισμούς μας κάθε χρόνο ενώ άλλοι σε όλο τον κόσμο συνεχίζουν να αυξάνουν τους δικούς τους».

mitchellIf I told you that extreme rightwing activists were using a googly-eyed character with a weird flapping mouth to try and build their support base, you'd probably tell me to stop being rude about Nigel Farage. Or applaud me for being rude about Nigel Farage. But for once I'm not slagging off Ukip's straight-talking bitter drinker. I'm referring to someone who, as far as we know, has never touched beer or cigarettes, which is probably a good thing as he seems to have rather an addictive personality. It's the Cookie Monster from Sesame Street, surely the world's most lovable personification of an eating disorder, whose image has been adopted by a group of German neo-Nazis in an attempt to recruit children.

As western Ukrainian security forces reportedly seek to dislodge ethnic Russian paramilitaries from government buildings in Slaviansk (although that’s now being questioned) and anti-Kyiv forces muster in other eastern Ukrainian cities, allegations are flying thick and fast about the presence of Russian troops in these disturbances. (I should mention that The Interpreter‘s liveblog is an invaluable service in keeping track of all the claims, counterclaims and reports on the ground.)

The head of NATO says Europe has misread Vladimir Putin for years and now must scramble to push back


 
Until recently, members of the Russian delegation to NATO were free to roam at will about the Western alliance's headquarters here on the outskirts of the Belgian capital. The Russians had an awkward habit of listening intently to others' conversations at the cafeteria, yet their presence was tolerated in the name of dialogue.

Not anymore. In response to Vladimir Putin's annexation of Crimea, NATO earlier this month suspended all practical cooperation with Moscow. Now most of the 70 or so Russian personnel enjoy about the same level of access to the alliance headquarters as journalists. It's a small but significant sign of what NATO Secretary-General Anders Fogh Rasmussen calls "the new security environment" in Europe.
