Ομαλοποιώντας την κατάσταση στο Πακιστάν

Στο "Ξεπερνώντας τους Πυρηνικούς Κινδύνους του Πακιστάν", ο Mark Fitzpatrick ισχυρίζεται ότι είναι καιρός να υπάρξει μια συμφωνία που θα καθιστά το Πακιστάν μια χώρα φυσιολογική-κάτοχος πυρηνικού οπλοστασίου, που θα είναι υπεύθυνη, σταθερή εσωτερικά και θα έχει πρόσβαση σε εξελιγμένες τεχνολογίες πυρηνικών διπλής χρήσης, καθώς και διαστημικής τεχνολογίας για ειρηνικούς σκοπούς. Η μεγαλύτερη πρόσβαση στην πυρηνική τεχνολογία θα μπορούσε να βοηθήσει το Πακιστάν να ξεπεράσει την οξεία έλλειψη ηλεκτρικής ενέργειας, η οποία το 2014 υπερβαίνει τα 6000 MWe. Θα ικανοποιήσει επίσης και τη φιλοδοξία του Πακιστάν να γίνει μέλος Ομάδας Πυρηνικών Προμηθευτών.



Η φύση των διεθνών σχέσεων παραμένει συναλλακτική. Τί θα μπορούσαμε να περιμένουμε από το Πακιστάν σε αντάλλαγμα για την ορθολογικοποίηση; Οι εξελιγμένοι όροι θα μπορούσαν να εκληφθούν από το Πακιστάν ως διακρίσεις. Είχαν επιβληθεί λιγότερο αυστηρά κριτήρια στην Ινδία, λόγω της επιδίωξης ενός «στρατηγικού πλεονεκτήματος» για τις ΗΠΑ. Ορισμένες πτυχές της προτεινόμενης συμφωνίας χρήζουν προσεκτικότερης εξέτασης.

Οι Ευρωπαίοι αγαπούν να γιορτάζουν επετείους, ειδικά εκείνες που μνημονεύουν ένα φοβερό παρελθόν που ξεπεράστηκε. Αυτό το έτος θα προσφέρει πολλές τέτοιες στιγμές, καθώς σηματοδοτεί τα 100 χρόνια από το ξέσπασμα του Α’ Παγκοσμίου Πολέμου, 75 χρόνια από την έναρξη του Β' Παγκοσμίου Πολέμου, και, πιο ενθουσιαστικό απ’ όλα, ένα τέταρτο του αιώνα μετά την πτώση τού Τείχους τού Βερολίνου. Τέτοια ορόσημα υπάρχουν για να κάνουν τους πάντες να αισθάνονται καλά σχετικά με την ευρωπαϊκή ενότητα. Όμως, μια άλλη σημαντική επέτειος είναι λιγότερο πιθανό να γιορταστεί, ακριβώς επειδή θα βάλει ένα φρένο σε αυτά τα καλά συναισθήματα. Πριν από δέκα χρόνια, οκτώ κράτη τής Ανατολικής Ευρώπης προσχώρησαν στην Ευρωπαϊκή Ένωση, ακολουθούμενα από την Βουλγαρία και την Ρουμανία, τρία χρόνια αργότερα. Η Ευρώπη φαίνεται να έχει ξεπεράσει διαιρέσεις όχι μόνο του Ψυχρού Πολέμου, αλλά και βαθύτερες ιστορικές διαφορές. Η ΕΕ είχε φέρει στην Ανατολή και την Δύση μαζί, εδραιώνοντας τις εύθραυστες δημοκρατίες που είχαν προκύψει από την πτώση τού κομμουνισμού.

Russia-China defense cooperation major factor for world security

According to the Voice of Russia, cooperation of Russia's and China's defense ministries is an important factor for security in the region and the whole world, Russian President Vladimir Putin said after talks with China's President Xi Jinping.

"As far as military-technical cooperation contacts and contacts between defense ministries are concerned, such cooperation is a major factor for stability and security in the region and around the world," Putin said. He noted joint projects in civil aircraft building. "We have good prospects and good projects for creating a wide-body plane and heavy civilian helicopter," Putin said. Cooperation in the automobile industry was developing well, too, he said.

The other day, I asked how hedge funds manage to bestow such great riches on their managers despite the fact that, in many cases, their performance seems pretty ordinary. That got quite a reaction. Κοινή Διακήρυξη, η οποία περιλαμβάνει οκτώ σημεία, υπογράφουν στα Ιεροσόλυμα ο Οικουμενικός Πατριάρχης Βαρθολομαίος και ο Πάπας Φραγκίσκος.

Έρχεται καταιγίδα στη Μέση Ανατολή

Από τα μέσα τού εικοστού αιώνα, η Μέση Ανατολή έχει δει περιφερειακούς ηγεμόνες να έρχονται και να παρέρχονται. Οι δεκαετίες τού 1950 και του 1960 ήταν η εποχή τής Αιγύπτου: Το Κάιρο ήταν η πρωτεύουσα του αραβικού κόσμου και η πόλη τού μετα-αποικιακού χαρισματικού ηγέτη της, Γκαμάλ Αμπντέλ Νάσερ. Αλλά η νίκη τού Ισραήλ επί της Αιγύπτου, της Ιορδανίας και της Συρίας στον πόλεμο του 1967, ο θάνατος του Νάσερ το 1970, και η άνοδος των τιμών τού πετρελαίου μετά τον πόλεμο του 1973 έφερε το τέλος αυτής της εποχής. Καθώς εκατομμύρια Αιγυπτίων και των άλλων Αράβων έφυγαν από τις πατρίδες τους για τον πλούσιο σε πετρέλαιο Κόλπο, το επίκεντρο της αραβικής πολιτικής πήγε μαζί τους. Καθώς οι περιουσίες τού Κόλπου αυξήθηκαν, ιδίως στην Σαουδική Αραβία, το ίδιο συνέβη και στην πολιτική επιρροή τού Ριάντ. Η εισβολή τού ηγέτη τού Ιράκ, Σαντάμ Χουσεΐν, στο Κουβέιτ το 1990, ωστόσο, και ο επακόλουθος πόλεμος υπό αμερικανική ηγεσία, ο οποίος ξεκίνησε από Σαουδαραβικό έδαφος, κατέστησε σαφές ότι το πετρέλαιο θα μπορούσε να κάνει τις χώρες τού Κόλπου, συμπεριλαμβανομένης της Σαουδικής Αραβίας, να αποκτήσουν μεγάλη επιρροή, αλλά θα εξακολουθούν να χρειάζονται την αμερικανική προστασία.

Devolution in Ukraine: Panacea or Pandora's Box?

Russia and the West do not agree on much about Ukraine, but both say that state power there has been too centralised. They are right that people in Ukraine’s regions do not feel that the authorities speak for them; but the real cause is ineffective and corrupt government at all levels, not an over-mighty central government. Both Russian and Western prescriptions for redistributing powers could make things worse if the underlying issues are not addressed first.

 For Russia, the buzzword is ‘federalisation’ – a radical reallocation of powers so that the oblasts (regions) in southern and eastern Ukraine could have their own foreign and trade policies. According to Sergei Glazyev, Russian president Vladimir Putin’s adviser on Eurasian integration, this could include the right to join the Russian-led Eurasian Customs Union. Ukraine’s interim prime minister, Arseniy Yatsenyuk, has called this “feudalisation”, designed to make Ukraine subordinate to Russia. It would certainly be impossible for Ukraine to implement a free trade agreement with the EU if part of the country was in a customs union with Russia. 

Pump Full of Geopolitics and Speculation

Chaotic preparations for presidential elections in Ukraine this weekend, a coup-in-the-making in oil giant Libya and the wider implications of a long-awaited Russia-China gas deal top the global energy agenda this week, but for the average American, it’s prices at the pump in advance of holiday driving that has top priority, and the role of speculators takes center stage.



Speculators generally don’t understand geopolitics, which requires detecting patterns of incidents that ripple through countries and regions and predicting how the dominoes will fall next. And while world events play a hefty role in dictating the price of oil, and in turn what Americans pay at the pump, it is how speculators perceive these events that truly dictates prices.
