Syrians to be trained to defend territory, not take ground from jihadists, officials say

The Syrian opposition force to be recruited by the U.S. military and its coalition partners will be trained to defend territory, rather than to seize it back from the Islamic State, according to senior U.S. and allied officials, some of whom are concerned that the approach is flawed.

Although moderate Syrian fighters are deemed essential to defeating the Islamic State under the Obama administration’s strategy, officials do not believe the newly assembled units will be capable of capturing key towns from militants without the help of forward-deployed U.S. combat teams, which President Obama has so far ruled out. The Syrian rebel force will be tasked instead with trying to prevent the Islamic State from extending its reach beyond the large stretches of territory it already controls.

The Similarities Between Germany and China

I returned last weekend from a monthlong trip to both East Asia and Europe. I discovered three things: First, the Europeans were obsessed with Germany and concerned about Russia. Second, the Asians were obsessed with China and concerned about Japan. Third, visiting seven countries from the Pacific to the Atlantic in 29 days brings you to a unique state of consciousness, in which the only color is gray and knowing the number of your hotel room in your current city, as opposed to the one two cities ago, is an achievement.

The world is not getting smaller. There is no direct flight from the United States to Singapore, and it took me 27 hours of elapsed travel to get there. There is a direct flight from Munich to Seoul, but since I started in Paris, that trip also took about 17 hours. Given how long Magellan took to circumnavigate the world, and the fact that he was killed in the Philippines, I have no basis for complaint. But the fact is that the speed of global travel has plateaued, as has the global economic system. There is a general sense of danger in Europe and Asia. There is no common understanding on what that danger is.

Evaluating Ebola as a Biological Weapon

Over the past few weeks, I've had people at speaking engagements ask me if I thought the Islamic State or some other militant group is using Ebola as a biological weapon, or if such a group could do so in the future. Such questions and concerns are not surprising given the intense media hype that surrounds the disease, even though only one person has died from Ebola out of the three confirmed cases in the United States. The media hype about the threat posed by the Islamic State to the United States and the West is almost as bad. Both subjects of all this hype were combined into a tidy package on Oct. 20, when the Washington Post published an editorial by columnist Mark Thiessen in which he claimed it would be easy for a group such as the Islamic State to use Ebola in a terrorist attack. Despite Thiessen's claims, using Ebola as a biological warfare agent is much more difficult than it might appear at first blush.

The Next Big Thing: The Growth in Strategic Importance of the Indian Ocean

Justifiable preoccupation by intelligence analysts with the rise of the People’s Liberation Army-Navy (PLAN) has paralleled the focus of popular attention on the growth of the People’s Republic of China (PRC). However, the significant growth of the Indian Navy (IN) in recent years has been neglected by international scholars, and the international attention paid to India has similarly suffered in comparison with the PRC.
Proportionately, the rise of the Indian Navy — and Indian defenses generally — is in some ways more spectacular than that of the PLAN and the other, new PRC maritime power projection and protection tools. Arguably, too, India’s geopolitical or strategic ambitions are no less significant than those of the PRC.

China Continues to Wrestle With the Meaning of Reform

China's Communist Party leaders convened their annual meeting of the Central Committee on Monday, with a focus on "comprehensively advancing the rule of law" as a core component of China's broader political reform process. The four-day session will garner only cursory attention from the Western media, since it is unlikely to produce substantive changes to China's judicial structure.
Moreover, since most Western observers equate political reform with democratization, and since meaningful democratization is clearly not in the cards for China, questions of political reform tend to be overshadowed by the far more tangible and obviously relevant problem of economic change in the country. The plenum will not tell us the precise shape reforms to rule of law will take going forward, how far these reforms will go or what they will mean for the business environment in China. Nonetheless, it may offer clues about how President Xi Jinping's administration intends to cope with the potentially destabilizing effects of the immense social and economic change unfolding in China today.

Following Scottish vote, attention in Britain shifts to rights for the English

Just a month after the United Kingdom survived a near-death experience when nearly half of Scots voted to secede, the focus of British politics has rapidly shifted to that other hotbed of churning nationalist discontent: England.

The English, genteel as they may appear, are in an increasingly foul mood, irked by what many see as a sweetheart deal for the Scots that will come at England’s expense.
