 It’s Time to Kill the Feel-Good Myth of Sanctions
At the Group of Seven conference over the weekend, U.S. President Barack Obama scored a victory in shoring up the G-7’s fragile consensus for continuing sanctions to punish Russia for its shenanigans in Ukraine. The agreement, which stipulates that the sanctions will continues until Moscow decides to respect Ukraine’s autonomy and the terms of a cease-fire accord are fully enacted, offers a temporary shot-in-the-arm for a policy approach that looks increasingly infirm. For though the impulse to isolate countries economically and diplomatically in order to punish errant deeds and impel better behavior — it has become a cornerstone of U.S. policy on Russia, Syria, Iran, North Korea, and elsewhere — is nothing new, it has taken on added importance in this era of hesitancy toward foreign military intervention. As the fraught G-7 deliberations over extending sanctions on Russia shows, isolation now goes against the grain of a globalized world; it’s hard to implement effectively and even harder to sustain over time. If it is to remain a useful diplomatic tool, policymakers need to adapt to its increasing limitations.

Την παραίτησή του υπέβαλε χθες το βράδυ στον πρόεδρο Ερντογάν, ο πρωθυπουργός Αχμέτ Νταβούτογλου, ο οποίος αναμένεται, ωστόσο, να λάβει εντολή σχηματισμού κυβέρνησης ως αρχηγός του μεγαλύτερου κόμματος της Εθνοσυνέλευσης. Όπως αναμενόταν, ο πρόεδρος Ερντογάν ζήτησε από τον κ. Νταβούτογλου να παραμείνει υπηρεσιακός πρωθυπουργός μέχρι τον σχηματισμό κυβέρνησης.
Ο Σελαχατίν Ντεμιρτάς του φιλοκουρδικού HDP απέκλεισε κάθε ενδεχόμενο συμμετοχής του σε κυβέρνηση του AKP.









Την ίδια στιγμή, κλίμα έντασης μοιάζει να καλλιεργείται στην κατά πλειοψηφία κουρδική Νοτιοανατολική Τουρκία, με τον επικεφαλής ισλαμικής οργάνωσης αρωγής και δύο ακόμη μέλη να βρίσκουν χθες τον θάνατο, ύστερα από συμπλοκή στην είσοδο των γραφείων τους στο Ντιγιάρμπακιρ.

H επαναλαμβανόμενη προθυμία της Ελλάδας και των πιστωτών της να φέρουν ολόκληρη την Ευρωζώνη στο χείλος της καταστροφής δημιουργεί ένα δύσκολο και συναρπαστικό ερώτημα για τους θεωρητικούς των οικονομικών: τι παιχνίδι παίζουν στην πραγματικότητα;

Στην επιφάνεια, φαίνεται ένα κλασικό παιχνίδι του δειλού (game of chicken) στο οποίο η κάθε πλευρά φαίνεται αρκετά αποφασισμένη για να κάνει την άλλη να υποχωρήσει. Οι πιστωτές, περιλαμβανόμενων της Ευρωπαϊκής Ένωσης, του Διεθνούς Νομισματικού Ταμείου και της Ευρωπαϊκής Κεντρικής Τράπεζας, επιμένουν ότι δεν μπορούν να δώσουν περισσότερη ανακούφιση χρέους ή να χαλαρώσουν περαιτέρω τις απαιτήσεις τους για λιτότητα. Η Ελλάδα πιέζει για περισσότερα, αφήνοντας να εννοηθεί ότι είναι πρόθυμη να χρεοκοπήσει στα χρέη της, πιθανώς προκαλώντας τη διάλυση της νομισματικής ένωσης, εάν δεν γίνει το δικό της.

Αποψη: Πλήγμα για τον Ερντογάν, ερωτηματικά για τις ελληνοτουρκικές σχέσεις

Μια περίοδος αβεβαιότητας ξεκινά από σήμερα στην Τουρκία μετά την απώλεια της αυτοδυναμίας από το κυβερνών κόμμα της Δικαιοσύνης και Ανάπτυξης. Μετά από 13 χρόνια παντοδυναμίας, στη διάρκεια των οποίων το ΑΚΡ του Ταγίπ Ερντογάν μονοπώλησε την εξουσία, το εκλογικό αποτέλεσμα επέφερε πολιτικό πλήγμα στον πρόεδρο και επιβάλλει τη δημιουργία κυβέρνησης συνασπισμού, αλλιώς η χώρα θα οδηγηθεί σε νέες εκλογές με ό,τι αυτό συνεπάγεται για την εικόνα πολιτικής σταθερότητας (και οικονομικής ευρωστίας) που με τόση έμφαση πρόβαλε ο κ. Ερντογάν τα τελευταία χρόνια.

Η ανατροπή του πολιτικού σκηνικού οφείλεται στην είσοδο στη Βουλή του αριστερού φιλοκουρδικού κόμματος της Δημοκρατίας των Λαών (HDP) που έλαβε το 13% των ψήφων και εκλέγει 79 βουλευτές.








Το αποτέλεσμα πιθανώς να πυροδοτήσει και μια εσωτερική σύγκρουση μεταξύ του προέδρου και του διαδόχου του στην ηγεσία του ΑΚΡ, Αχμέτ Νταβούτογλου, εξέλιξη που επίσης θα λειτουργήσει αποσταθεροποιητικά. Επικαλούμενος την πρωτιά και υποβαθμίζοντας τη σημαντική μείωση του ποσοστού και του αριθμού των εδρών του ΑΚΡ, ο πρωθυπουργός υποστήριξε ότι το κυβερνόν κόμμα ήταν ο ξεκάθαρος νικητής και δεσμεύτηκε να προβεί σε όλες τις αναγκαίες κινήσεις ώστε να μην πληγεί η πολιτική σταθερότητα της Τουρκίας.

There is a lot being written about the current negotiations between the Syriza government in Greece and the EU/IMF. The distance of most journalists from the Greek reality and atmosphere and the sheer volume of competing information, makes for a lot of white noise. I want to filter much of it out and boil the issues down to some very basic points. This is by no means a definitive list, but it is one which I think captures a number of “big ticket items” which I have not seen made clearly and explicitly.

Η ΠΓΔΜ (πρώην Γιουγκοσλαβική Δημοκρατία της Μακεδονίας) έχει εμπλακεί σε μια βαθιά πολιτική κρίση. Από τον Φεβρουάριο του τρέχοντος έτους, πάνω από 500 καταγραμμένες ηχογραφήσεις φερόμενων ως συνομιλιών διαφόρων αξιωματούχων, συμπεριλαμβανομένου του σημερινού πρωθυπουργού, Νικόλα Γκρούεφσκι, και μερικών από τα μέλη του υπουργικού συμβουλίου του, έχουν κυκλοφορήσει σε 36 συνέχειες από τον Ζόραν Ζάεφ, ηγέτη του κύριου κόμματος της αντιπολίτευσης, ο οποίος ισχυρίζεται ότι καταγράφηκαν από κάποιον πληροφοριοδότη από το εσωτερικό της μυστικής αστυνομίας της ΠΓΔΜ. David Cameron's new Conservative government is committed to a referendum on EU membership in 2016 or 2017. Many commentators assume that he will negotiate a package of EU reforms, cajole much of his party to back the result, and then cruise to victory in the referendum. And so he might. But there’s many a slip twixt cup and lip. How can Cameron maximise his chances of winning? And what are the chief obstacles that lie in his path?

 Here are five pieces of advice for Cameron. First, he should not over-bid. Many Conservatives will urge him to ask for the moon. But if he tries to make fundamental changes to the EU, he will fail. Britain’s partners have no appetite for a new treaty, which would need ratification in 28 member-states, in some of them by referendum. Most capitals, including Berlin, fear that the lengthy process of changing the treaties would be like opening Pandora's box. There is no chance of a new treaty being ratified before the end of 2017. The best that Cameron can hope for is an agreement on minor treaty changes, to be ratified at some point in the future.
