Frozen: The politics and economics of sanctions against Russia

Sanctions will remain an essential tool in countering Russian intervention in Ukraine. They should reflect clear objectives and a solid assessment of their impact on the EU, Russia and Ukraine; the EU economy is more resilient than Russia’s. If the conflict in Ukraine continues, the West should impose tougher sanctions on Russia’s elite. Neither the collapse of Russia’s economy nor a strong, revanchist Russia with the power to dominate its neighbours would be in the interest of the West. A prosperous, democratic Russia would be best for everyone; since that is currently unachievable, Western leaders need to consider a policy of containment.
